California, Oregon, and Washington share something no other gaming region in America can claim: every single casino in all three states is owned and operated by a Native American nation under the Indian Gaming Regulatory Act (IGRA) of 1988. No commercial operators. No shareholders on Wall Street. Revenue generated at these properties funds tribal healthcare, education, housing, language preservation, and community infrastructure.
The Indian Gaming Regulatory Act of 1988 recognized tribal nations' inherent right to operate gaming on tribal lands as a vehicle for economic self-sufficiency. IGRA established two tiers of gaming — Class II (bingo-style, certain electronic devices) and Class III (full casino: slots, tables, poker) — and required Class III operations to be governed by tribal-state compact agreements. Federal oversight comes from the National Indian Gaming Commission (NIGC).
Most West Coast resort casinos operate under Class III compact agreements — meaning traditional slot machines, full table games, poker, and in Oregon and Washington, sports betting. Class II gaming (certain bingo-style electronic devices and pull-tabs) does not require a state compact and can be offered by any federally recognized tribe on trust land. You may encounter Class II devices at smaller tribal venues — they look similar to slots but operate on a different legal and technical basis.
West Coast tribal gaming generates billions annually that stay within Native communities — not with commercial operators or shareholders. The Pechanga Tribe operates a full-service hospital and dental clinic funded by gaming revenue. The Confederated Tribes of Grand Ronde (Spirit Mountain) funds healthcare and education programs for tribal members across Oregon. The Tulalip Tribes use gaming revenue to operate the Tulalip Tribal School, a cultural center, and Lushootseed language revitalization programs — one of the most endangered indigenous languages in the Pacific Northwest.

Oregon Coast and Puget Sound: Summer (June–September) offers the best weather. Expect rain in fall and winter — but indoor casinos don't care about the weather. Avoid holiday weekends if you prefer lighter crowds.
